I'm using something very similair: http://www.nexusmods.com/oblivion/mods/23484/? I like that your mod has a slightly better arrow recovery. I also think 50% over 25% more damage is better. However, wouldn't this make the actual arrows somewhat underpowered now? Just a small comparison. The stats from archery Rebalance vs yours.
Rebalance: Increased arrow speed by 100% Increased arrow damage by 50% * Increased arrow max distance by 25% Increased arrow optimal distance by 25% Increased arrow recovery rate by 60% (= 30 percentage points) Decreased arrow gravity by 50% Changes all arrow types (Amber, Bone, Daedric, DarkSeducer, Dwarven, Ebony, Elven, Glass, GoldenSaint, Gromite, Iron, Madness, Silver, Steel) * Archery damage is calculated from bow and arrow damage, and since bow damaged is untouched the total damage is only increased by 25%
Balance: 100% Arrow flight speed 50% More bow damage and 75% Arrow recovery rate

Thank you for your positive feedback. My brother mentioned that to me a few days ago too. I was considering making arrows do +50% extra damage as well thus effectively doubling the amount of damage archery has but I felt like that might be too overpowered; I'm looking for thoughts on that as well (Yea I was using that mod but it didn't do much for Hatred's Soul and its companion arrow. So that's why I made this one)
I think that you should try and decide which facet of archery is the largest factor in damage and make adjustments based on that and shoot for a cumulative increase of 75% of fiddling (So a 50% increase to one and 25% to the other of bow and arrow damage respectively). I think I lie mostly in favor of the +50% bow damage and +25% arrow damage (as I feel the force the bow generates is the biggest factor for damage, though arrow design is part of it).
