He represents the various banking houses of Cyrodiil, as a middle-man between them and the merchants. He'll only offer his services to people of proper fame (10) or proper capital (1,000 Septims). He will not do business with people that are too infamous (10+), as they can't be trusted unless they bring significant capital (1,500 Septims).
