You have to use the console command: coc apocalypsenow
to get to the new worldspace.
Ask the Orc there for Quest or just enjoy your stay.

The start-point has two boats, that can be used. Thy will not fast travel with you.
The boats often stand ON the pier and I don't know why, just know that this was not intended.
