Had a problem with NPC AIs when going from the Isles to Cyrodiil. All NPC would ignore me unless I activated the character first. Merchants would not greet me and all optional conversations on the dialogue menu disappeared but they would still buy and sell items.
Solved the issue by going back to the Isles and then returning to Cyrodiil via the gate in Passwall.
Thank you so much for this! Searched and searched, and eventually found version 0.07 in a compilation. I ended up downloading that just for Wrye Shivering. Was still kinda unhappy that I couldn't get the latest, but now... Finally I can get 0.08! If only PES hadn't gone down and taken all those files with it.
