Found why didn't work ( I think ) You have to be outside of any city ( IN the wilderness ) activate the mod and then enter to any city. Now it works perfectly in any city, town.
It really add "Life" to the city's now, also i recomend to use Sound of cidorill too, both mod works perfectly and add much more life to the towns

I never experimented with the order, but it happens to be last on my list. Let me know if that works. The best testing ground will be the Imperial Marketplace in the daytime.

(rename "CityVoices" to "citysounds")
Or you could do diferent type of "crowds" sound for each city/town on tamriel
This mod have good potential to add inmersion to the game!

Yes, i'm using both and both work perfectly together
