I'm sure there will be many a quest writer that will eventually take a gander at this.
I've often wished that chameleon would work differently than it does now...
something along the lines of simply decreasing an opponents view distance of the PC.
example:
say normally, in stealth mode, once the npc detects you they can track you up to say 30 meters before losing you in the shadows (I don't know exactly what the values are, but just for the sake of argument, lets use 30 meters).
each 10% of chameleon would knock that down by 10%. thereby, not making you INVISIBLE, but greatly aiding your ability to re-hide yourself as you move away from the detecting target. so at 50% chameleon, the target would only be able to track you for 15 meters, say. 75% would mean they start losing you at around 7 meters, and 100% would top out at 1 meter. IOW, you'd NEVER be truly invisible with 100% chameleon, but moving just a short distance away from the target would give you a great chance to re-hide yourself.
also, you would, in fact, have to re-hide yourself after every attack, which would mean moving from your present position at least a couple of meters, and then attempting to go back into sneak mode. this would make the only advantage of chameleon over invisibility the fact that you don't have to recast it (only rehide), or of course to be able to add it to equipment.
I know that there are a couple of mods that are working on something like this, like the attack and hide mod, but 100% chameleon still makes you invisible, even in that mod. It does seem to work pretty much like I am talking about here if you set your chameleon lower than 100% though.
Trivializing ALL encounters vs trivializing specific encounters are very different. The purpose of a "mod" is to add/remove/change something in the game. This specific purpose is to "change" the unilateral cheat effect that is called 100% chameleon.
