    I feel like the problem with this is that since enemies scale with you, it makes this into an exploit since you have to hit enemies just as many times but you get more XP because the weapon is stronger.

      I don't think so. The EXP system for melee combat in Skyrim is exactly the same with this mod. It's using weapon base damage to calculated EXP given. If all the hits give the same EXP, it will be more of a exploit if you're using a super fast dagger to kill the enemy by thousand cuts don't you think?

      That’s true, I guess overall it’s a better balance but the scaling makes it less balanced.

      In relation to more end game weapons, not in the sense of things like war hammers vs daggers, that part is balanced.

      I think it's already balanced by the fact that the higher skill level you have, the higher EXP required to reach the next level. More HP from higher level enemy is not an issue at all.
