I tried to get the original AM mod ( links here are stale/broken ) and Malwarebytes warned me that the top search result for it on google ( "modsreloaded" ) had malware on it! DO NOT GO THERE TO GET IT!
Instead, I went to a search result that was to "ModDB", and thankfully I think I found it there. ( *fingers crossed* )
I edited the original file a long time ago so that you have to have a conjuration of 75 to use mount selection. I always wanted a quest that makes you do some horrendously difficult quest in some very hard to reach dungeon to get the spells.

Good work, now I can feel like my Arch-Mage Charecter has earned his right for the Drake.
a simple search for akatosh mount on google (or here) would have found it.
