Doesn't work for me. It gives me insane numbers like 212 Blades, while strength = 100 endurance = 115 and blades base = 85. I dont have any other mods affecting attributes, skills and whatnot. The interface part of this mod is not working aswell. Skill are just being recalculated instead of applying modifier.

That´s not intended effect by the mod, I´m actually suffering from the same problem myself!
All I know it´s not Governing Attributes doing it, as such, as it´s only applying Ability effects, but apparently this triggers some conflict in my load order and something in my game actually advances my skills!
I love the idea of this mod, but some of my skills drop to 0 when this mod is activated, losing anywhere from 26 to 53 points in the process. Only one of these comes up to a negative according to your formula and even then it is only -.5. Do you have any idea what could be doing this?
I´m updating this mod tonight with an info-feature:
Clicking a skill in the skill list turns the info window text to show how much and which attributes affect the skill.

Well in normal Oblivion blade skill really isn´t dependant on anything, strength just gives some extra damage, also with this mod.
What this mod does, is that it indeed makes Blade skill somewhat dependant on Speed and Agility, as if those are low, your blade skill drained so that it´s lower than what it would be with equal Agility and Speed.
More over, having the average of agility and speed higher than blade skill fortifies the blade skill in a similar manner (difference in points = boost in percentages). ">
