After being frustrated with the lack of same-speed running, I fooled with my game a bit. I know it works on my character now, at least; I timed it with the mod on (4 seconds), and the mod off (3.45 seconds). I also fooled around with the numbers, like yanking up the runspeed modifer to 10, which achieved some crazy results. I also learned something from it. Apparently, some npcs have their own runspeed modifier somewhere. The boss I tested it on sped up along with my character when I raised fMoveAthleticsMultipler to 10, but still ran crazy fast, with it at 0, albeit not as fast as he ran at 10.
I'm not sure what I did to get it working, but something I did got it working. I'm happy now.
Edit: I also figured out why I was mistaken about it's non-functionality. When I used a function of Frostcrag Reborn, that increased all my stats, I assumed my character ran faster because of increased agility. It turns out that running speed was directly affected, but I did not realize that.

I'm not sure what I did to get it working, but something I did got it working. I'm happy now.

Edit: Even my own character walked too fast, when I got a stats buff.
It's REALLY annoying when you're running away from someone, and they run as fast as a horse.
My companions zoom around like Sonic the Hedgehog still and Guards are all over me in no time too.
Although the city guard are still walking very fast.
