I don't think it is. The amount of money needed for training higher level skills is astronomical. I think it balances itself out. Vanilla leveling takes way too long, anyway. I've gone through the main quest start to finish, and I'm only level 7.
Aw, people come on. It's not cheating at all. We dont break the game rules. We pay x1.5 time more for it. ANd it's not all, you all can still rise the skills to top of 100 in vanilla Oblivion, but it's just taking so long time to acomplish. What's the point if you can just give away your blood-earned money and get all this faster? Just come to think of it ">

I don't think it's cheating, you never had a limit to training in Morrowind and I like making the game more like morrowind. I also uped the traning cost so it would be more fair.
