This is an essential mod. It completely removes the predictability of the loot in vanilla Oblivion without needing some massive overhaul, whilst at the same time retained the constant challenge from levelled enemies. I've never had the problem that the previous comment describes. It's always been very balanced for me, I'd be lucky if I found an elven bow, so I guess he was just very lucky.
I have used this mod without much incident for a while now, but at times, it unbalanced the game more than it would be without this mod.
For example, I left the tutorial dungeon, crossed a nearby river, fought two bandits, and walked away with a full set of mithril armor, an enchanted steel warhammer, and an enchanted elven bow. Plus a large quiver of ebony arrows, and a glass dagger. All at level one.
I understand that it is one person's choice to use a mod, another to pick up everything they see, but it is annoying when I'm just walking around, find a chest on the side of the road, open it up, and I'm a millionaire.
Overall, good mod, great concept, execution could be a little better though, it just seems that rare items just aren't rare enough.
