In Elder Scrolls lore, dwemer armor is, in reality, made from dwemer machine parts, such as those found in ruins. These machine parts are also, in general, quite heavy. It is a testament to the skill of the dwarves that machine parts are crafted well enough to be adapted to armor at all.
You do realize the Dwarves in the Elder Scroll series are elves themselves? They're an extinct race of elves, highly advanced for their time and even during the current period of Elder Scroll IV. Their remaining artifacts are far superior to basically anything currently fabricated by man or mer. So they should be lighter and better than regular Elven armor.
You're right on this; however note that in Oblivion dwarven weapons are actually WORSE than elven weapons, so Bethesda have made an inconsistency mistake with their own lore. ">
