I have some suggestions for changes to the readme but I'll save that for the end.
When your release becomes stable and not likely to get updated for a while, I'd strongly recommend adding this file to multiple file mirror locations. I've started a list of file mirrors and info about each here.
The textures didn't work for me and I found out the reason why. The texture paths are hard-coded in the NIF files as well as not pointing to the new folder structure. They need to be relative paths and here is a tutorial on how to fix it.
You might also be careful about the armor vs armour spelling. The CDROM version I have uses the folder structure of Meshes\Armor and Textures\Armor
I noticed that you added weapons which seems to expand the original scope of being an armor pack and the mod's name also seems inconsistent in places. I recommend picking a name and reference it consistently from the mod name down to the project folder.

The current file is 29 MB in RAR format. The same files compressed using .7z format by 7-Zip produces a 12 MB file. ">
Thanks,

Example:
Before: c:\program files\bethesda softworks\oblivion\data\textures\armor\red glass\shield.dds
After: Textures\armour\Glass Armour Pack\shield_red.dds

Example:
Mod Name: Glass ReTex Pack
Folder names:
- Meshes\Armor\Glass ReTex Pack\
- Meshes\Weapons\Glass ReTex Pack\
- Textures\Armor\Glass ReTex Pack\
- Textures\Weapons\Glass ReTex Pack\
- Textures\Menus\Icons\Armor\Glass ReTex Pack\
- Textures\Menus\Icons\Weapons\Glass ReTex Pack\
Plugin Name: Glass ReTex Pack.esp
Readme Name: Glass ReTex Pack Readme.txt
And speaking of the readme, here is my version with changes in yellow:
