This mod doesnt just take away one weapon and give you another... It uses obse to make an EXACT COPY of your weapon (thats current health custom enchants everything) of ANY weapon added by ANY mod and makes the changes specific to the stone being used.
Thats why it requires OBSE. Not to mention now that it renames the weapons to show the effect youve added. What did you think I did? Make 8-10 different versions of every weapon in the game and just switched em out...
yeah i dont know Wy you need obse when doing script use comand player.additem ip comend instead so you get the better weapon and player.ramoveitem ip of your old one thats not so hard!
I tried and really liked the Dynamic Weapon Speed mod but there are a couple little bugs that came with it that I couldn't live with. Probably conflicting with one of the hundred or so mods i have. I meant maybe you could make something like a sharpening stone to speed up weapons by improving aerodynamics? or make something I can activate in my inventory that will adjust the speed of one weapon of my choice based on 2 base attributes. I doubt that would conflict with anything. I wish I could make mods like that but I'm new to making mods with obse. ">

Lightweight might be:
-25% weight, -10% base dammage and/or
-50% weight, -20% base dammage
only one option should be possible on an item (if this is possible)

Lightweight and Weighted might be exclusive, too. But since I don't know how you did it (didn't download the mod yet) I don't know if it is possible.

What's wrong with Obse anyway? It has no performance hit or bad side effects whatsoever. It is just a blessing to modders and players, so...
