Most probably through manual patching via alternative texture sets feature in GECK on top of T6M meshes, which seems as the most straightforward option to me. You can also replace .nifs with modified T6M meshes that reference correct textures, but I'd do it via alt texture sets like the variants of combat armor originally implemented in the game (mentioning it as a good example of how that feature works so you can replicate)
Talon Company's Helmet has the same textures as normal T-45d for some reason Who knows how the files managed to have an extra ".dds" in the file, rendering it inoperable LOL But that was the issue, perhaps I've renamed them accidentally
Yes, but you won't get PAVE's meshes and gloves on TTTW PAs, it's just a retexture based on PAVE's textures. Anyway, since it's just a retexture, you can safely install and uninstall this at any point of a playthrough to check if it looks right

Its allways bugged how the armor is supposed to be unique, but other then a decal its identical to vanilla t-45.
Already made by S6S in STARS TTW, I'll look into it when Grace will update and unhide STARS TTW, they are usually pleasantly open with permissions. If I couldn't use it, I'll cook one myself. I'm not lazy, I'm just sure that I'm not good enough with retexturing yet. Anyway, it will be in the Simplified PAVE optional files, so stay tuned. Not only it's not unique apart from decal, it's completely identical to prototype medic armor, so I get you
if you couldn't do one to the quality level of PAVE, id settle for a more vanilla quality retex, anything to give that sad looking armor some love. lol
I thought the major factions would only steal each other Power Armors and wears it, they also repaint stolen Power Armors to their respective faction's color too?
If I know from the start they would repaint the Power Armor to their respective faction's color I would have enabled the feature, I thought it just makes major factions steal and wear each other Power Armor without changing how the Power Armor looks.
