This should fix all the navmesh of the exterior cells of the mod Novac Reborn. No more NPCs colliding with the new chainlink fences, junk walls, or picket fences, and other objects. Some object placements alterations were done to fit the navmesh fixes.

This patch allows players to complete the Team Handed quest when enterting the Novac motel room prior to the meet, while also using the NV Novac Apartment mod.
