Ghoul Rad Tweaks

There used to be a long text here, but I yeeted it. Anyways.

This mod originally fixed the "Radiation Healing" effect that ghouls have, which intended to give them a flat 10 HP/sec restoration effect while they were receiving more than 1 Rad/sec. While this was incorporated by some mods, here I've given it a little bit of nuance.

Ghouls have their rad resist abilities dropped by 10%, to something like 70-80% total so that they can get in a few more rads/sec in radiated areas. They now heal 2 HP/sec per each Rad/sec they are receiving: if they are under 0.5 Rads/sec they'll just regenerate 1 HP/sec, while if they are in a lethal area with lots of rads per second and you're surviving there with Rad-X and RadAway, they'll go full wolverine as expected. Their limbs can also regenerate at the same rate as their health bar, provided they are not currently in combat, or that the limb has not reached breaking point yet.
This healing rate can be adjusted with the GhoulHealMult global.

This can apply to both Feral Ghouls, and NPC ones. NPCs whose race has the ActorTypeGhoul keyword will have the ghoul traits of rad resistance and regeneration added to them, if they lacked them before. Which surprisingly most of the ghoul NPCs do lack, so this was easier than going through them to grant it directly and create compatibility headaches. You can now send Raul to stand for a while in a radioactive pool and he'll come back good as new.

Glowing Ones' burst attack now only deals damage to non-ghouls, is now considered an explosive weapon attack with them as the source of it for the purposes of perks, etc. and its extra radiation heals ghouls as expected.

And finally, Feral Ghoul Reavers can use the gut grenade attack from FO3 Broken Steel. The impact doesn't do much damage, but it will cause a ton of radiation damage to both your HP and your limbs. They will still try to close the distance quickly, but if they can't reach you and start lunging guts you better be on the move.
