Cateye (and probably other similar effects) now work! Thanks to Confidence Man for the code to enable this without using #applygamecolorcorrection. The Cateye effect is no longer blue in color, but it does brighten the scene!

Changed the default Palette Texture (enbpalette.bmp) file to the NEUTRAL version. I feel this to be the most balanced overall, and provides a better introductory experience to the mod.
Fine tuning of adaptation and color correction in enbeffect.fx post-processing file, and minor lighting adjustments in the enbseries.ini file. Mostly just fine-tuning interiors to avoid oversauration and blowout, and a few other odds and ends.
Added ENB-Friendly 4GB NVSE launcher to download package. It is legit to redistribute as per the included license documentation.

WHAT ARE ENBSERIES AND ENHANCED SHADERS?
ENBseries is a free graphics mod/tool being developed by Boris Vorontsov at www.enbdev.com. ENBseries allows for sophisticated, next generation visual effects to be added to current and older DirectX9 computer games. Perhaps best known for his work with TES V Skyrim, Boris has also developed an advanced version of his mod for the Fallout 3 / Fallout New Vegas game engines. By its nature, ENBseries can be very demanding on your machine, but it is also infinitely customizable to suit your tastes and needs -- those who enjoy tinkering will find a world of wonders!
Enhanced Shaders is a custom ENBseries preset for Fallout New Vegas. While ENBseries enables many effects and configuration options for the game, it does not necessarily make for an improved or more realistic game image straight out of the box. For example, more bloom or more color contrast does not equal more realistic. Enhanced Shaders aims to be the most BALANCED and PLAYABLE ENBseries configuration available. It strives for a realistic aesthetic that is not overdone, and that works well across all in-game scenarios, i.e. days, nights, dungeons, interiors. Enhanced Shaders also offers optional bonus effects, including sharpening, faux cel-shading, 8-bit DOS effect, FXAA Injector suite and more.

INCLUDED CUSTOM PALETTES BY tapioks: I have created a couple custom ENB Palette Texture files that are included with the download. CLICK HERE for details on how palette textures work. These palettes are carefully crafted to affect the mood of each scene based on overall lighting conditions, and are been calibrated to eliminate color banding.

MY LOAD ORDER: This is my basic, working plugin load order for Fallout New Vegas as of April 14, 2013. Sometimes I'll add Nevada SKies or Project Reality when working on configurations, somewhere towards the bottom of the list. I also have some texture packs and NVSE plugins installed which are not included in the list of plugins below, but these have no impact on load order.
