Un-pack Asmodeus Island and then istall it in your Morrowind Data folder.

Check the plug-in to active in the Morrowind start-up menu.

To reach the new Island look for the Khajiit in Dagon-Fel on the boat.

From there you just need to travel to Sheogorath Region and EXPLORE!
