Don't remember ever having issues with it. There's only 2 options in FO4edit when it comes to material requirements to construct something, the actual item i.e. Fiberglass, and the scrap item in this case scrap Fiberglass. If you try to use the actual item as the produced item it'll create it but you can't use it.
Therefore all the required and produced items I have set to scrap to avoid this issue. The only thing I can think of is setting the required items to the actual instead of the scrap version but first we need to establish if this is an issue for everyone or just yourself.
Personally I don't remember having any issues with it ><
You're right, I tested this on a new-ish save glass in this instance and it wasn't using my junk bottles. I changed the required components to use the actual item not the scrap and then it worked on the same save. Now I have to go through and update the rest of my mods..joy. Test it out and let me know how it goes for you.
I thought of that, but I'm making a lot of mods for components and I would have to keep adding / updating each time I add something, that would be a tedium I'm not sure I want to endure ><
