EXPLANATION BEHIND CHANGES

Two shot (The Dream) NO CHANGE ALL OTHER MODS BALANCED AROUND
Imagine this just being +100% damage except rare niche situations where resistance and damage penetration plays a large role.

Mighty (All Damage) BUFF Change 25% -> 75%
Rebalanced to 75% damage buff, it is not rebalanced to 100% because then it would be strictly better than two shot by bypassing more damage resistance and incurring no sway penalty.

Instigating NO CHANGE YET
I want to up the multiplier so that instigating is more of a tradeoff with mighty and two shot. Basically I envision it having a +150% damage modifier like the enemy class damage modifiers but only on the first shot making it very versitile on the enemies you can attack but require sneaking for the tradeoff to be viable. It appears that the game gives the player a perk while an instigating weapon is equipped that gives the damage modifier and I didn't figure out how to change it just yet. If anyone knows how, let me know. I'm sure I'll get it sooner or later.

Violent & Crippling
To me violent and crippling seems to be the weapon mods with the best chance of creating a different type of sniper. Nearly every other mod regardless of if its a straight damage buff or a vats related perk leads to spamming head shots. To combat this violent and crippling get absurdly high limb damage bonuses surpassing mighty and two shot and approaching specific class damage buffs.

Enemy Class Damage BUFF Change 50% -> 150%
All situational enemy class damage modifiers are rebalanced to do 150% bonus damage to be strictly better than two shot and mighty by a large margin, but only on their specific enemy type. I always felt annoyed finding these types of items because overseer's guardian performs better in all stuations than any of them in the default game.

Player +Damage REBALANCE
Rebalanced +Damage around low damage high fire rate weapons. No change to explosive since I feel it is already strong because you can miss and still do damage. Buff and damage balance to incendiary, freezing, plasma.

DOT effects REBALANCE
There are 3 delayed damage types; radiation, bleed, and poison but they are all very unsatisfying to use. Now you can poison your foe and wait it out. If you get stung by wasteland insects you take massive dot damage over a long period of time, so I decided to make legendary dots similarly powerful. I'm not sure if dots stack with multiple applications or just get their time extended and this may need rebalancing depending on how stacking/refreshing works.
