All I can say is, I've had this glitch in every playthrough. (At least 4-5.) I think, IIRC, he starts out in the right place the first time I visit Bunker Hill, but then he goes and stands outside forever, rain or shine, like in the screenshots.
There's no mod conflict apparent in FO4Edit, and everything looks fine in the Creation Kit.
The only clue I have is that this mod doesn't fix it either. Stockton stands in the middle of the room now, not where this mod tries to put him. If I try again, I'll try changing his Package to make him sit on a stool. But IDK if I'll ever get around to it. This mod gets him out of the rain at least. And it seems like not many people see this glitch, so IDK maybe it's my eyesight.
Well, in almost eight-thousand hours spent in FO4, I've never had Stockton glitch to the Great Outdoors. Always smelly and dirty behind his corner counter. Now that I've written this, I bet next time I meet him he's having a pee against his own shack, so I might as well download the fix...
How bizarre, its weird that I've never encountered this then! Well to be fair in the last couple of years I haven't really played the game, just done mod work.

I don't think it's a mod conflict - no mods seem to conflict. The UFO4P doesn't touch it either.
In the CK, you can see that OMS is placed indoors, but pretty near the wall. I suspect quantum tunneling.
Apparently some people have this bug and some don't. Weirdness.
I'm not using an ENB for this playthrough. Lots of texture and graphics mods, though. Basically all of them lol. (About 600 mods total.)
I mostly do use an ENB, but it always seems to kill the bright, direct daylight for me. Trade off for better shadows I guess.
