I know that Tactical Weapon Mods is a bit old, but I wanted to use it and noticed that the flashlights did not emit shadows.. So I fixed that and now they do ;)
That's it.. Just load after TacticalMods.esp/ or TacticalModsDLC.esp if you have it.

Known Issues: Some of the colored lights have a weird "bushlike" shadow when you turn on the flishlight. Solution: Turn the light off/then back on again.
