   Edit: Not that big of a deal, if you use Give Me That Bottle you can refill the empty can. You can also craft cans at a cooking station.

      i do believe this was on purpose to not make the mod too game balance changing (used for survival mode obviously)
      though as you mentioned there are work arounds for that if you prefer to do that =)
