Painstakingly made, without any help, using the Fallout.esp and FO4Edit. Please request permission before using what I have done.

v1.6 - New changes require a StealthBoy in your Inventory/Workstation.
The StealthBoy will not be used in the crafting, it is not a required 'component', but without having one the craft recipe will not show up. This is my attempt to have immersion. IMPORTANT: Remember to have a StealthBoy in your INV or the Recipe will not appear for crafting in the ArmorSmith Workshop, which comes with AWKCR and needs to be placed in your Settlement, it will then be found at the very bottom of the list in the 'Headgear' section.
The mounted flashlight (not working like I want, its shines backwards and is weak)

INSTALLATION:
Please save your game, then un-install the last version before updating to the latest version
Just drag the .esp file into your Data folder, enable it, then enjoy. - to uninstall, delete the +esp IMPORTANT: Version 1.6+ now Requires Armor and Weapon Keywords Community Resource (AWKCR)
UNINSTALLATION: Manuel: - Delete the Tactical Goggles MkII.esp from your Data folder, - Delete the 'TacticalGoggles' folder within, Material - (Data/Materials/Armor/TacticalGoggles) Meshes - (Data/Meshes/Armor/TacticalGoggles) Textures - (Data/Tactical/Armor/TacticalGoggles)
Known game issues: Dead bodies highlight even without loot. - This is because the game has added Non-Playable' items to the corpse, hidden unplayable items.
Sometimes corpses do not highlight even if they have contain lootable items. - Those bodies were added by the game at load, before the mod was installed.
Highlighting disappears when Legendary Enemy mutates. - This is also a game mechanic.
