He don't trade for Tesla Helmets, so unless you reverse pickpocket it on him(something I did, mostly because I wanted to see him matching his armor and helmet), or use the mod that increase his trade list, he can't get one.

However, I was referring to the fact you might be ally to the outcasts but you're not really one of them - for example they didn't really work much on the fort itself, no traders or quests inside. I did use a fort casdin content mod which added scribes though unfortunately the author never finished the mod.

Thats not entirely true. read the script inside the game.
"short TechValue;The value of the most recently returned piece of technology, ranging from 1 to 10. See chart on wiki for per-item values. short OutcastTrust;Value raises from 0 with each item returned. When it reaches 50+, the player is allied with the Outcasts."
If you bring in tech value up to 50+, you are "Allied" with them. Casdin tells his patrols you are a friend.
sieboldii2: he'll never accept outcast armor, in fact the first time you talk to him he just takes it from you. (saying something like "you didn't really accept will trade our own armor from you") This mod is just a small bugfix so he doesn't wear other armors.

There's a mod that adds scribes inside I believe, and I might add a mod I made where Casdin gives you access where there's a new NPC inside giving you Power Armor training. But all in all the player was never meant to join the outcasts.
I have noticed that he will only accept returned Outcast armor the first time you talk to him. Can you fix that also?
I wonder why none of the scribes went with the Outcasts? You would think that they would be gathering Outcast holodisks for the day they re-unite the West coast BOS.
