Since there was no documentation for what to do with this, I got it working with some trial and error.
To install BepInEx, you just unzip the whole thing into your game foler (where the "YookaLaylee64.exe" is located). Launch the game once for it to create the needed config files.
After that is done. Place this "Config64BitMode.dll" file into the plugins folder for BepInEx (location from game folder: YookaLaylee\BepInEx\plugins).
it's unclear where to put the dll file or what to change in the config for BeplnEx. I don't see any options for disabling the CRT filter. I'm unfamiliar with BeplnEx so I'm at a loss as to what to do here. I copied the dll file into multiple directories hoping that one of them would be correct. And that did work! However, when I leave the area and enter a loading screen, the crt filter is back. Is this normal? Going back to Vendi and toggling the 64 bit tonic fixes this but temporarily until I reach another loading screen. Usually from leaving/entering a world or going to another part of Hivory Towers. But I must say, having the filter removed makes the game look and run much smoother! And it's easier to see the distance in dark worlds like Moodymaze Marsh. So this mod is excellent, just needs some fixing and some proper instructions as to how to use it.
After getting the mod to work, I'm having the same issue.
Enabling the tonic respects some of the settings in the config (I have the CRT set to true but it won't appear), however leaving an area will reset the tonic to its defaults (crt on, fps limit on, etc)

Once i launched it after that it seemed to work.

I resolved the issue by changing to the following values in the "BepInEx.cfg" file:
[Preloader.Entrypoint]
Assembly = UnityEngine.dll
Type = Camera
Method = .cctor
