First you have to get RMM: https://www.nexusmods.com/yakuza0/mods/524/ Don't worry about the Yakuza 0 thing, this works on Yakuza/Judgment games
Download the zip files and then extract the RMM files to your Kiwami 2 directory, if you don't know where your Kiwami 2 directory is just open up steam -> library -> right click Kiwami 2 -> Properties -> Installed files -> Browse, now wherever it takes you to is your Kiwami 2 directory, unpack the whole RMM in there
After the extraction, run RyuModManager.exe to create Mods folder, then you can just pick whichever Goku mod files you want and put it in, for example Goku Kiryu files, extract the files first and then move the whole Goku Kiryu folder to the Mods folder, now go to RyuModManagerGUI.exe and then checklist Goku Kiryu and run the game, done
