its not in the RMM version due to not enough outfit slots, (well, technically its only present as a cutscene model c_at_kiryu_pri1)
you can use the one in the old version files, but ill make it easier for you and ill just upload a quick fix to replace judgement kazzy with the regular model.

Hey i have a question, i can swap kiryu’s prologue model (c_cm_kiryu) just fine but i cant for the life of me find out where his standard outfit through the rest of the game is located, do you know this?
I think it may have something to do with the pre-rendered cutscenes, like i said before (the post went away, idk why)
Or maybe it has something to do with having some kind of special thing in the mesh that locks some stuff (like kiryu's funeral suit with the glasses, if you model swap that costume into the default kiryu, his sunglasses go away)
Then again, the theories above only work if we're talking about prologue kiryu, but kiryu on the rest of the game works just fine on my game.
Maybe it has something to do with the .ini, yoi gotta edit it so it disables the HQ models to be able to model swap. (One of the posts below has a guide on this)

another user had the pre timeskip kiryu changed but it reverted post-timeskip.
i dont understand why though, it uses the same exact model.
Edit: Same thing happened with a Majima model swap, it might not be the mod itself has an issue
