I believe I figured out how to run both Reshade and the "Remove Silly Effects" mod, based on the Ultimate ASI Loader notes in the "wolverine care package" mod. I tested a number of the dll files from https://github.com/ThirteenAG/Ultimate-ASI-Loader, and the one that I got to work is "binkw32.dll".
So the steps are: (1) Install Reshade (2) rename the d3d9.dll file to something *.asi (I did reshade-d3d9.asi, but iiuc anything would work) (3) download that binkw32.dll file and replace the existing file (the docs in the repo say that "you can simply replace the dll" for this file and that's what I did and it worked) (I believe at this point you could start the game to verify that Reshade is run, but I'm not 100% sure I actually did this test) (4) Install the "Remove Silly Effects" mod (now with no overwriting of files).
From what I understand, the Ultimate ASI Loader file calls all *.asi files, and renaming the Reshade dll was good enough for it to work. I tried other configurations, like renaming the "Remove Silly" d3d9.dll to a *.asi as well as d3d9Hooked.dll, but neither worked (and the latter actually crashed the game). I tried some other Ultimate ASI Loader files (like version.dll, dinput8.dll), and those didn't work, but binke32.dll did!
Re: my previous post, my solution is not working as well as I would like. After about 15 mins of playing, the game exits out without any status code, so I am trying to debug it.
Also, I realized I should have mentioned that I’m on Steam Deck using Lutris+Wine, so my experience with the different asi and dll files may be unique to this setup, and something like the dinput8.dll may work fine on Windows.
If you are reading this after launching the game at least once, it likely means ReShade was not loaded by the game. In that event here are some steps you can try to resolve this: 1) Make sure this file and the related DLL are really in the same directory as the game executable. If that is the case and it does not work regardless, check if there is a 'bin' directory, move them there and try again. 2) Try running the game with elevated user permissions by doing a right click on its executable and choosing 'Run as administrator'. 3) If the game crashes, try disabling all game overlays (like Origin), recording software (like Fraps), FPS displaying software, GPU overclocking and tweaking software and other proxy DLLs (like ENB, Helix or Umod). 4) If none of the above helps, you can get support on the forums at https://reshade.me/forum. But search for your problem before creating a new topic, as somebody else may have already found a solution.

EDIT: Fixed have to install in Binaries where the cracked EXE is not in root.
How would I go about adding the Reshade files to my game on Steam Deck? I have the Binaries folder, I have the Wolverine.exe, but I don't know how to "Open File Location" on the exe file.
I downloaded Reshade with support, but whenever I install with directx9 it creates the file "d3d9.dll" and not "dxgi.dll", this file is only created when I select to install with directx11 (which by the way does not work in the game) No, can I use your reshade with the "remove silly effects" mod without conflicting with the two .dll files, can you give me a solution please?
Im trying to replicate the result i had back in the day when i was able to install reshade and silly effects at the same time when they worked.
You are right, now it doesnt allow you to do it , i will look into it, if somene knows or remembers how to , pls explain here cause im also having troubles trying to make it happen
those effects aren't used though, i included them just in case someone wanted to mess with them but are not in the original build so no worries, only the ones in the checkbox are the imporrtants.
Its Directx9 , but reshade nowadays scans it and tells you whats the correct one

There is a way my friend: -Download the Reshade full addon-support from the original Reshade web. (Below the standard Reshade download, there is an option "Reshade with full addon support")
-Once you downloaded that version and installed the features with my reshade , u can install the "Remove silly effects" mod. You will notice that Reshade with full addon support wont collapse with the dxgi.dll file and d3d9.dll so now you will be able to reproduce them at the same time without them getting overwritten constantly.
This works for any game too, whenever u have 2 .dll files collapsing, download the full addon support Reshade
Reshade HD -Right click on the Wolverine.exe icon and select "open file location" - Drop the content from Reshade HD file inside the "Binaries" folder (Activision/Wolverine Xmen Origins/Binaries)
Textures HD - Drop the content from Textures HD to Documents/Wolverine/WGame/Config
Remember to Install Reshade first from the Reshade official web
