Removed annoying and out of place sounds

Slightly lowered the volume on the base alarm sound on Xenonaut Base missions
Adjusted air raid siren random start time from 1-1.5 mins to 2-5mins
Adjusted the random start time for the generic sound category of town and soviettown from 5-10secs to 10-20secs
Moved all ufo, airplane and jetfighter flyby sounds to their own category with a random start time of 5-10mins
Adjusted the volume of many sounds
Added some new sounds
Readjusted all the soundscapes
Inspired and built upon Grimples' Ambient Sound mod and llunak's Ambience Forest mod, adding background sounds for all tilesets (including alienbase, finalmission and xenonautbase). Removed out of place/bad quality sounds, changed the soundscape to be more unique for each tileset and added even more new ambient sounds. Examples include:
cold winds on arctic and tundra maps
farm animals on farm maps
crickets, owls, wolves and coyote sounds at night
eerie noises on alienbase maps
alarm sound and computer noises on xenonautbase maps
crowd panic, battle noises, air raid sirens and more on terror missions (town and soviettown)
NOTE: Disable Grimples' Ambient Sound mod and llunak's Ambience Forest mod before using (if on an existing save to avoid problems, rename or remove the sounds_gc.xml file to -sounds_gc.xml for example in the respective folders for those two mods).
DISCLAIMER: It has been discovered that the ambient sound system of X:CE bugs the save system for some people and can cause crashing when loading or finishing a Ground Combat mission. There is a work around which is to:
ALWAYS LOAD A SAVE THAT IS ON THE GEOSCAPE FROM THE MAIN MENU AND THEN NEVER TOUCH THE LOAD SYSTEM FOR THE REST OF THE SESSION
If you don't experience any crashing you can use the load system like normal, but if you do please be aware of this issue when using this mod.
