Changes the deadshot GTS perk, allowing sniper attacks to ignore enemy dodge.

This mod buffs Deadshot to prevent enemies from dodging sharpshooter shots.
My goal is to buff the GTS perks to be more in line with Hunter's Instinct with Shotguns, Since that is pretty powerful. This also
provides a counter with dodge and a unique role for snipers.
This mod does NOT affect the crit chance bonus. Any other balance mods that alter the crit chance bonus will still apply ontop of this
mod.
This mod extends X2Ability_SharpshooterAbilitySet.uc. Specifically the AddHitWhereItHurtsAbility() function from that uc file. IE this will
conflict with any other mods that try to change the code for Dead Shot.
