For those who can't get it to work, you have to edit the same line in an .ini file in the install folder. If you got the game on Steam, then it's: SteamLibrary > steamapps > common > XCOM 2 > XComGame > Config The file you're looking for is named DefaultGameData.ini
Once you've edited both files, you should be able to edit your characters from the start.
Not the name of the file ... the CONTENTS .... You open the file in a simple text editor(notepad not M$ word) find the line that matches what needs to be changed, and change it, then save the file.
How could you POSSIBLY have made it so far as to be able to use a web browser, yet lack the reading comprehension to figure this out?
I've edites both files for the base game since I own my copy on Steam and this does not work for me unfortunately. Maybe launch WoTC so I get the files for that and edit those too maybe?

nevermind worked it out
EDIT: Well it does work if you ALSO edit the .ini in the original game folder, not only in the mygames\xcom2 folder.
If you can't find it, that means you need to run the game once
