If it's grayed out, then it's not implemented.  The EW version never got very far before the author vanished.  ToolBoks has been "dead" for quite a while now.

Try "UPKUtils" (which includes a GUI called "PatcherGUI") instead.  It is compatible with mods written for ToolBoks.  Most of the functionality of ToolBoks is available as mods by the UPKUtils author, wghost81.  Search on her name as author for them.

ToolBoks is a mod tool, so it can go (unpack) into it's own folder located anywhere.  However, version 1.6.0 and later (at the moment) are for "Enemy Within" (EW), which is why it's looking for the XEW sub-folder.  (You configure ToolBoks to point to the correct game folder in it's "Settings" tab.)

Sounds like you don't have EW.  In which case, you are out of luck until a version compatible with EU patch 5 is released.  All the older versions of ToolBoks are broken by patch 5, as are all EU mods not yet updated to work with it.

If that fails to answer your question, then we need more detail, such as the actual paths involved.  Also, you should read the wiki article "Basic guide to installing mods".

readme file needs instructions on how to properly UNINSTALL this as well.

I'm assuming it works to just overwrite the files in the current game director with the files that are in the "backup" folder in the mod install directory?

Is anyone else having an antivirus problem with this mod?

I'm using Norton, and when I try to run the Toolboks it pops up with an error, erases the app, and recommends a reboot to prevent system problems.

I'm betting you are getting a 'heuristic' or 'generic' virus detection.  Which is not unexpected if you have that level of detection enabled, since anything that deliberately makes changes to executable files is likely to be considered 'malware' even though it's by design.  If you are getting a specific 'named' virus infection, send a copy of ToolBoks to Symantec.  They will add it to their list of 'false positives' and fix it so it be ignored until something changes, or let you know that it is a valid virus detection.

You need to point ToolBoks to the EU (not EW) root folder.  As in '<Steam install path>\SteamApps\common\XCom-Enemy-Unknown'.  From there it can find the EW folder for itself.

I'm a complete newb to these mods, so could someone help me with some basic installation questions?

Once the file is downloaded, it unpacks to 2 directories and 5 files. Where do I put these? Do they go into the steam directory for XCOM? (I don't think so, otherwise why would you be asked where XCOM is in your system?) Do I put them into a directory outside of steam?

Either way, I get a series of error messages like "F:\...\XCom-Enemy-Unknown\XEW\XComGame\CookedPCConsole\XcomGame.upk" not found. The XEW directory doesn't exist.

I eventually get into the ToolBoks app, but everything is greyed out. When I reopen it, I always have to drill back down to the game folder, too.

I've looked through (looong) forum posts like http://forums.nexusmods.com/index.php?/topic/832566-xcom-toolboks/page-149#entry10287420 without finding something that helps.
Any advice is appreciated, thank you.

Having a similar problem right now, popup error reads:
      XCOM enemy within not found
unable to find the directory for enemy within (EW)
this version of XCOM toolboks is used for enemy within and is not compatible with enemy unknown.

I have Enemy within and I've played maybe five minutes into the game. The first time I tried using toolboks with EW it crashed it and I had to verify cache to get the EU/EW startup menu option. The game's working fine however toolbok doesn't recognize I've got the DLC installed, I've tried 1.6.2 and 1.6.4 beta, for some reason can't fine 1.6.3, it may work with .3 but I have no way of knowing. If somebody could shed some light on this sooner than later that'd be awesome.

What you want is to install the mod 'Downgrade EU to patch 4 Changelist 356266', which will give you the EU game prior to the release of EW, and then to use ToolBoks v1.5.2, which is available on the download page under 'Old Versions'.  So far it appears all the pre-EW mods work fine with 'Downgrade'.

If you are planning to use any texture replacements that use TexMod, then you should also read the wiki article 'Modifying Textures - XCOM:EU 2012' on how to configure that correctly.  And if you haven't read them already, everyone is advised to read the 'Steam and mods' and 'Basic Guide to installing mods' articles to avoid common pitfalls.
