Got it working with vanilla EW, but there are (at least) two bugs.
With all armors configured to have three slots base:
    1) Worked fine until research for the additional slot completed. After that the item in the first slot (scope) was gone. Slot displayed empty, but the scope did not show up in the items list. Can only assume what happened, a guess would be the game unequips the items when adding the slot to all armors and did not consider the setting from the config but had a hardcoded max count instead, or something like that.

Workaround: Before completing the research for the additional slot, unequip all small items from all soldiers. Did work without problems after that.

    2) On the first exalt mission one of my soldiers got badly wounded but survived. After the battle back at HQ he only had two slots (instead of four). Both slots had items in them, but the items from the now missing slots went missing, too. Perhaps switching armor could fix this, but i didn't have any other armor. Retried the mission, this time nobody got wounded and after the Battle everything was fine. Might be that geting wounded beyond the buffer of armor and vest hp caused this, but no real idea.

Update: Had it habben again once, again after soldiers got severely wounded in a standard mission. However, it only affected one soldier while two got wounded (both down to 2 and 3 hp). So no idea what causes this.
Workaround: Temporarily switching to a different armor fixed it for me.

Got this working with Long War, really like the idea of shrinking the UI to make it easier because XCOM's scroll bars really don't work well lol. One question though, It's probably been a while since you looked at this but, do you know why the change was only made on the solider item select screen and not the one where you can see all your soliders and the items annoyingly slowly slide across so you can't see them all at the same time? If you know why it wasn't or how I might be able to look into it, I would be really grateful thanks.

Doesn't patch for LWR 1.28.20. I wish to allow MECs more small and large items. Does this mod even do that? If not, can you make it so or please tell me which is the correct mod for that? Why DGC.ini Armors  iSmallItems  and  iLarge Items editing works for Humans and Shivs but does NOT for MECs?

It's been years since I worked on this mod (not even mine really), but I'm pretty sure this mod only reduces the image size small items. If your changing the correct iLargeitems and aren't getting more then it's probably hardcoded to remain static (as in, it will keep the default value). As for the mod not working for LWR, it's probably because LWR changes hex values that this mod is looking for. This mod makes changes by finding a specific series of hex values and replacing it with the modded hex values. If even one value is different, the whole thing won't work.

Yeah nah... it's hex for sure. What's the hex editor? I have no clue where /how to start hex editing?

HxD can open any file an give you the hex values for it, though if you want to get into modding XCOM your gonna want other tools to get the job done. If the grid version of this mod is really incompatible with LWR then what you need to do is open up the file "UICollection_Strategy_SF.upk" and figure out what is supposed to be the "before hex". Once you figure it out open up the txt file and replace everything under the before hex with the LWR hex values, and that should be it.

Great, but unfortunately too few slots. Only 10 small slots are displayed when fighters have 12 (modded DefaultGameCore for a long war.). Definitely need a scrollbar, like in the LW.

This broke my game, wont even launch now, tried doing the resource hacker thing but there is no 1020 ; 1033 file, theres 1033 files but those are under the Cursor Group folder, this is extremely frustrating, this is one of my favorite games and I dont want to have to completely reinstall my game just to play, it keeps giving me error 0cx0000142 whenever I try to launch the game. please reply
edit: found the 1020;1033 files under the binaries and Win32 folders but I still cant find out how to fix the game
Was able to reinstall the game and follow the directions more closely but still resulted in a launch error and I had to go into the launcher file and under binaries/win32 XComEW.exe but had to select XComEW_original.exe, now I can ONLY load 1 item and the grid view is very small for only 1 item. whenever I save the changes on the iSmallItems from 1 to 2 on Resource Hacker it makes a new "XcomEW_original.exe" and makes the previous and Launcher preset .exe unusable, for such a finicky mod it needs a better guide.

Ok seem there is something wrong I try changing the complete edition version seem I did keep get error.
I don't know if my game is US or EU for complete edition, but I think the game itself mess on complete edition it might be reading the Unknown version too.
That very own complete edition might thinking you mess with the game core in Unknown version too, because of that it refuse to restart till you change back your core and add back you backup exe before make the changes.
For single version EW I dont seem had any problem changing the core,no error no nothing.

I was unable to get this fully functional.  XEW displayed small items in the strategy game barracks loadout menu, but would not allow additional items to be equipped with Kevlar armor, the only available ATM.
I got a Patch Success message with PatcherGUI, and edited the DefaultGameCore.ini as instructed.
This is on XCOM Complete Pack GOG.com Edition in the EW game.

Is the Tach Vest needed for the mod to function?
    Any help appreciated.

Would absolutely love to know if you ever got this working, Ive gotten to the point where I can change the smallitems value from 1 to 2 but saving the changes in resource hackers creates a new _original.exe and makes launcher.exe unusable resulting in a 0cx0000142 error

I got the same problem. But when I start a new game, the additional slots appear perfectly. Maybe you can try it.

I haven't tried it but due to the way PatcherGUI formats things it might work. No harm in trying because if it doesn't work PatcherGUI will tell you.

Can you also add the capability to this mod to change Large item count as well? For example give the MEC suits 4 Large weapons instead of 3?

    This mod is AWSOME.
Actually it inspired me to make it different way: heavier armors with less slots and lighter with more.
Unfortunatelly I can't find way to alter items weight so I increased soldiers movement as workaround. But it really should be items weight changed. For example things like ammo or grenades should not alter movement at all.

@Rambo1988 You have to change DefaultGameCore.ini as explained in description or, if you have long war mod, XComGameCore.ini (no info about that in description).

In long war you have to change for every armor iSmallItems value. For vanilla as in description.

Item weight is definetly something I want as well (balance gets wonky real fast with this mod) but unfortunately I'm not smart enough to do this myself. Im sure the answer is buried somewhere in the modding forums but I havent found it so far.
