I am not the author, and so can only suggest you try using a different TPF file, perhaps from another mod specifically designed to work with EW to verify that you have the EW TexMod file change implemented correctly. That should pin down if you have got a "TexMod" renaming or a "TPF" content problem.
Note from the wiki article that TexMod for EU is a relatively straightforward file renaming proposition. The EW instructions are split depending upon whether or not you want both EU and EW to use TexMod, or just EW. If you mix up which one you are following, weirdness results.

yeah, the step by step guide on the wiki did give me everything i needed, (thats what makes it weird that it didn't work with the EW game, this mod worked with the EU game, just not the EW for some reason, tried a number of things, tried with the texmod in the EU bin foldier and the EW bin folder, then tried it in one folder at a time, still did the same... so i give up and resorted to using pdex's flags).

i cant seem to get this to work :S (with EU or EW)
now i've put the TexMod into the Binaries foldier for Xcom (in steam) i've even done the same in the XEW folder's Binaries Folder,
i've renamed the texmod to both XComGame.exe and tried the same with the XComEW.exe
renamed the originals to XComGameOld.exe and XComdEWOld.exe
when i managed to the launcher to open it via the Texmod.exe, added the retextures (i then tried both the Old game .exe's and the renamed.exe's both just re-opened another texmod.exe app...
when i finally managed to load the game up,,, it was still showing the same old country flags =/
(could ya tell me what im doing wrong / whats wrong with the mod or what i should rename the old file too?)... ...its a pain in the backside having to keep starting the game over and over again just because im trying to get 2 british soldiers =/

You need to more clearly label which files are which. You also need to more clearly label the 4 different files available and which i should use. I want the blue flags so I am guessing newXCOMlogo. I'll install and see if I'm right.
1) Would you consider changing all the flags to 'Badass pictures'? like dragons, skulls, the crossed out sectoid head that's on the side of the ship, plain black flag, pirate flag, etc...?
2) Is there a way to make it detect the rank of the soldier and apply the image for that rank to the flag as the rank for that soldier changes? [good idea right?]
3) Perhaps the last name of the soldier could be detected and applied to the flag as well [in conjunction with 2^ perhaps] Thank you for your time.
Just got it. as soon as i logged in to report the bug it gave me the file so maybe, i was not able to DL until i logged in. My best guess... Not really sure whats happening under the hood, maybe there was Maintenance. But seems to be working now, thanks.
Typically i would not have posted - i just broke double digits and been here a few years. But i wanted that alt file, from the pics it looks more to fit with the game. you done real good with that

I ran into an issue where the engineering menu (where you buy medi-kits and satellites) was invisible. Possibly due to a conflict with another mod.
Edit: the problem seems to be resolved after a reinstall.
