Supposedly. However, we only recently discovered that this particular version of the UDK was needed (the latest versions failed completely), so no-one else has done more than experimented with that; no completely new maps. It has been done with other Unreal Engine 3 games, just not XCOM:EU/EW 2012. The "Long War" mod team is currently using it to import tweaked artwork for existing items which they are "adding" by making them into renamed "instances". But they are not yet importing completely new art assets. The maps are complete "levels" in UDK terms. Which means, in part, that they have to contain ALL of the artwork they use in EACH map.
See the wiki article "Modding with the UDK - XCOM:EU 2012" for what little we know, and links to other resources. (And there are a lot of "other" resources, but you will have to interpret how to apply them to XCOM.)
Hope you are willing to take the plunge, and keep us informed of your progress. Feel free to create a topic in the "Mod Talk" forum, and I'll happily turn the facts into a wiki article you (and others) can then update.

However, I'm stuck at the "Creating the Archetypes" part. UDK isn't showing them in the Actor Classes tab.
