Go to "XCom-Enemy-Unknown\XEW\XComGame\Config" and open "DefaultContent.ini".
As clarification possibly for more amateur mod users: for anyone not using Long War but who still wants this mod to work with Enemy Within (basically the latest game version), you should install the original mod in this page normally on the Enemy Unknown folder (just like it says to do on the description), and then you follow the instructions in this post to make it work with Enemy Within as well.
If anybody downloads this mod and comes back with a blank main menu (no clickables), please reply to this and confirm. I want to make sure its not just on my end before I s#*! on this mod. Thanks.
I know this comment is more than a year old but replying: yes, this happens if you directly copy the DefaultContent.ini over XEW's. That's because this downloaded file corresponds to Enemy UNKNOWN'S DefaultContent.ini. To enable this mod in Enemy Within you don't even need the download.
To enable the heads in XCOM Enemy Within, open the XEW file under "XCom-Enemy-Unknown\XEW\XComGame\Config" and open "DefaultContent.ini".
Go to the line HeadPackageInfo=(Id=109,CustomTag="Carter",Gender=eGender_Male,Character=eChar_Soldier,Race=eRace_Caucasian,ArchetypeName="Head_Carter.ARC_Head_Carter")
PSA: The functionality of this mod is already included in Long War. (at least since B15).
The exceptions are the three developer heads, which were unlocked, but then disabled in LW because they can be a little glitchy.
If you would like to enable the three developer heads (plus one caucasian male head that was also disabled), go to steamapps\common\xcom-enemy-unknown\xcomgame\config\ and open defaultcontent.ini.
In B15, the heads section starts on line 602 (shouldn't change location too much in future versions; just scroll down), and they all start with "HeadPackageInfo". Go towards the bottom of the list and you'll see four lines that start with a semicolon ( ; )
delete the semicolons, save the document and you'll have the additional 4 heads available.
For vanilla EW, see phnx's description below, it works great.
I'm not 100% sure a direct copy/paste of this file will work with EW, I didn't really check. But you can find the info within the file and paste it inside the DefaultContent.ini file yourself.
Just look for the lines that start with HeadPackageInfo=. The added stuff from this mod starts with HeadPackageInfo=(Id=131 and goes to Id=155. Just copy them over to the bottom of your DefaultContent file at the end of your HeadPackage section.
