From what I can gather comparing mods that don't work with win7 and those that do there are two key issues.
1] Mods must be in cat/dat format. 2] All language entries in content file must be filled out correctly.
I'm not sure what goes into converting to cat/dat format, the language entries are easy to fix, I just cut/paste a content file from a working mod then change the mod disc/author fields.
