If this is useless for vanilla, that implies to me that the multiplier is set manually per ship, and not as a blanket multiplier across all ship sales. So does that mean this won't work for other submods like Reaper's Ship Pack?
It won't work for vanilla as it is required to load after SWI, because SWI also modifies this parameter.
You could open content.xml and delete the below and use it with vanilla fine. <dependency id="SW Interworlds" name="SW Interworlds" optional="false"/>
It supports all sub mods. It is a global level setting.
