i've never used vortex so i can't help with that because i personally manually install my mods. but 0.2 that's means you're trying to "slow down" his default running speed to 20% of the original? i get that you were just trying to test it however i'm not sure what the limits are for setting speed fastest or slowest. i simply with the authors permission updated the script player.ws to the latest next-gen patch.
I found that Vortex use other folder for mods, but I suppose it just copy that folder inside the folder of the game (inside /mods folder of the witcher root). I have modified both folders with differnt numbers and nothing happens. I just modify the numers, and everything else remain the same (";" simbols, etc).

i know this is not the place to ask this but is there a mod compatibility issue between complete edition v4 and Goty version ? I had the Goty on PS4 but i am thinking of getting witcher 3 on pc so want to know what's the best version for Mods ? I'm sorry for posting this here but you had a line in description that this is for v4 so i thought you might be able to help.
version 4.04 is the latest patch. i have the GOTY edition which is what comes from the GOG edition (CDRed). I do not have the Steam version but the patch should be the same. I think the only difference is the steam version have DRM (digital rights management) while the GOG does not meaning if you buy the GOG version the game is truly yours and while with steam you need a steam account.
(if you buy the game on PC you should get it from GOG)
also forgot to mention that whatever mod you use make sure it for the next gen version.
