I wish I could. Editing sounds is already very difficult and time-consuming task, developers also changed the file structure in next-gen. Old audio editing tools are incompatible with the new file structure.
They were supposed to help old mods work in next-gen, but they didn't do anything about sound editing.
I tried it. I was told to download a custom version of Wwise first, which I did. Then I was told that if I was going to compile more than 200 audio files I would need to get a license, so I did that. (It was free, after all.) Then I edited the audio files and doubled their levels. And when I tried to compile the soundbank, I encountered a new error message. "You need to Wwise Motion Plugin, please contact..." etc etc.
So "f*#@ it!" I said and uninstall Red Kit. Now I'm installing the classic version of the game. I will continue to enjoy it in its original form. They made the mod tool they should have made ten years ago and it's a mess. You cannot simply adjust the volume levels. The time I spent was wasted.
You know, I realized this after I made the mod. Indeed, the footsteps are also quiet. I didn't realize it at first, as I only focused on horse riding. But I don't know if I want to deal with this issue right now.
As for the answer to the question; Yes, it is possible, but it is a very difficult process. There is a tutorial called "Music Modding Guide" on this site. You can find it in the "Modders Resources and Tutorials" category in the Witcher 3 title. I used it and other tools while making this mod. (I think there was also something like the "Sound Editing Tool.") I was unsuccessful in the first week. Later I realized that it was necessary to use the 2016 version of the program called WWise.
So if you intend to do something like this, use the 2016.2.6.6153 version of Wwise. The 2021 release is incompatible with The Witcher 3. I lost a lot of time and effort because I realized this late.
Finally; If you do something like this and there is a conflict between our mods because of the .cache file you created, let me know. I'd be happy to send the .wem and/or .bnk files I have. Thus, your mod contains both footsteps and horse riding sounds. I don't know if there is such a conflict, I'm just saying just in case.
This mod could really use an update for game version 4.0 me is thinking.
When i install it now, depending on which version (only horse or horse+geralt footsteps) their sound disappears completely, also the horse call whissle.

This is a great example of a simple yet genius mod. I noticed difference right away once i mounted Roach. About footsteps - which ones are included? Humans, animals, monsters?
Thank you! I changed the sounds in the "generic_movement.bnk" file. So only Geralt's and (probably) other npc's footsteps(and cloth sounds) have increased.
Could you make weapon impact sounds louder/heavier (when two weapons or more impact on each other/when you block or hit something), and louder/heavier footsteps as well?
Unfortunately, making this mod is very difficult and takes time. To make this mod, I had to edit a total of 156 sound files for horse riding. I think the number of files used for conflicts/impact is much higher. I don't think I can do this.
