I did it differently: I created a folder and named it modBetterUpgrades and put the "content" folder in it, and then I put the created folder in the "mods" folder, and everything worked, your mod worked in the game. Good Mod one problem though The Burning Rune doesn't register got it at over 100% and it still won't burn enemies poison and freeze still worked though
I‘m sorry to hear that.Some files in witcher 3 EE mod conflict with mod.But my mod only sets runestone and glyph.Let's take it as a matter of attention.

Nothing to see about "overpowered" if you use bleeding, poisoning, burning Runes in one Sword.
