So I checked it. Two things: The reward is really small, only 10 XP and 50 crowns. Secondly, you were right. The XP level requirement is actually level 7, not level 12. So from level 13 and higher you'll get only 5% of maximum XP. This is because someone f'ed this up. The quest code and XP level requirement is the same as for Contract: Patrol Gone Missing, that's why it's level 7 because this contract is also level 7. CDPR probably wanted to incorporate this quest into the contract but changed their mind and didn't bother to change the code for the reward to mq1055 (which is the real code for Blood Ties) and kept mq1051 (which is the code for the contract).

Can Increased Suggested Levels for Quests and Low XP from Some Quests Fix both mods be installed or be compatible at the same time? What is the difference between the two mods?
I wonder what the long term effect of this mod in a playthrough would be. I expect to get more XP from Act I, if played right. But sooner or later, you will become increasingly overleveld for the main quests and therefore your XP gain will come to a halt until your character level is matching again with quest levels. What are your observations? Can you reach higher character levels with this mod compared to vanilla?
Well, not really, maybe 2 or 3 more levels compared to vanilla. I changed mainly side and minor quests, so you'll be getting around 25–50 XP from these quests. You'll get more from the main file, especially Now or Never and King's Gambit will give you a lot of XP with this installed. True, you can easily overlevel many quests later in the game in vanilla, but if you manage your quests properly, then you should overlevel only a handful of quests, even with this mod installed.
Hi, I included all the quests about which I knew myself that were bugged plus I checked every quest on Witcher Wiki to check whether there are more quests suffering from this issue and I added those as well. This doesn't necessarily mean that everything is fixed now, but it's very likely that 100% of all quests now work properly.
It seems that "Witcher Lore Collection" (WLC) by MerseyRockoff is an improvement and development of "Witcher Book Collection". It is stated by himself in the sticky posts section of his mod:
[... ] Also, please note that both of these overhaul mods have an old version of Witcher Book Collection incorporated in them (which was made by me about 4 years ago), and unless the mod authors take it out, you might find some stuff multiple times during your playthrough.

I've noticed a script conflict with Ghost Mode. Can I freely merge it or would I not need this mod,since Ghost Mode already makes changes in the levelling and experience system? Something tells me I won't need this,but I'm asking just in case.
Yeah, Ghost Mode does a lot of changes to XP and quest levels. You could merge it together, but I guess that would break either this or Ghost Mode. So I would suggest using either this mod or Ghost Mode.
