when I try to load the save file, the game tells me i'm missing the NG+ downloadable content. can anyone explain how to fix this issue?

So, I downloaded this but all the weapons and Armour are top tier and you have to be lvl 64+ to use them. Also, you start off as lvl 1 even though white orchard has been 100% completed? I'm confused... What have I broken?
