It isn't as you can obviously see from the picture on this mod page. Are you sure it's not caused by something else? You can check by temporarily renaming your Mods folder to something else and creating a new Mods folder with just this one in it.

Thanks for the note on this. It took me forever to figure out but it's actually quite simple once you know what to do. Basically for the three mentioned files, use the installation folder files as the base and compare to the mod files. Any line in a mod file that contains "modGearLevelsHiddenAndNoRequirements", replace in the new file derived from the base installation file and save.
