According to Polish translation the Adrenaline Rush works as intended, it never says that it works only during combat.
Don't change your mod or delete it diversity and options are what's making PC community great, just wanted to clarify it since you said that you're not 100% sure if it's a feature or a bug.

EDIT: But it completely breaks alternative Yrden sign casting for me :D so had to uninstall.
