It works where ever you want to use it, but it's designed for Skellige, and I personally suggest disabling this Reshade or using some other Reshade in more warmer environments such as Velen and Novigrad.
If you haven't used Reshades before, I recommend reading the intallation guide in the main page and maybe searching some Reshade user manual from Google. Using it is super simple and quick, but it's best to use few minutes to familiarize yourself with the Reshade mods.
What I am about to ask is a very stupid question but spare me I am a newcomer when it comes to modding stuff but can I use this reshade for Skellige and then use a different reshade for Toussaint and then another one for Novigrad/Velen all at the same time so when I fast travel each reshade is active. Or can I only use one for all regions?
Yes, you can use as many as you want in the game, but only one can be active at the time. You also have to switch them yourself, but this is super simple and quick. I, for example, use this Reshade in Skellige. When I fast travel for example to Novigrad, I switch into another Reshade by clicking Shift + F2 and choosing it from the Reshade menu that pops up. Done! If you only have one Reshade you want to use sometimes, it's even more simple, since you can just press a hotkey to enable that one Reshade when you want it and click it off when you don't want.
