I confirm the mod does work :( For example at the herbalist at the beginning, clearly in gameplay Geralt has super white hair (hairwork), and as soon as we speak to her, back to more subtle gray.
In opposite, this mod https://www.nexusmods.com/witcher3/mods/858?tab=posts you can spot directly that it work. Although there is a still some lightning difference (only due to fake light on characters) Geralt hair with hairwork stays really white during cutscene also

thanks for the mod. works like a charm in GOTY 1.31. i tested by talking to vivaldi infront of his bank. in vanila you can see his bank look brighter when you speak to him than when you not. with this mod his bank always look bright. there is one problem tho, the sun is too bright! my eyes hurt if i shot the camera to the sun. it can be solved by disabling the light shaft but i like light shaft.
You can't see the difference? This mod works and those screenshots you just posted are proof of it working lmao. If it's not as you intended it to work then that's your prerogative and you shouldn't use this. There's tons of other lighting mods available that are more up to date. This isn't even mine. I merely uploaded it for archival purposes because it took me ages to find it.
But those are screenshot how it should look, so you can compare differences between when it works (screens I posted) and when it does not (your screens). Many besides me are telling you that this mod does not work and you keep saying otherwise, so maybe you could make few more screenshots to prove a point, because theres hardly any differences in your screens and I see non when trying it in-game.
Don't know how this is supposed to work, but it changes nothing for me under GOTY 1.31 The added pics only show a differently colored sky, so I guess that's the only thing that changes? Set as top priority, but see no difference at all. Can totally see the change between cutscene lighting (which is what I wanted on at all times in the game) and real time lighting.
How is the compatibility with Realistic weather which also changes the csv file? Should I just set higher priority to Realistic weather? Edit: Yes it affects the other mod and you have to choose.

This mod might be what you were looking for.
Hard to see any difference at all, through using ULM's cutscene lighting makes it a whole new game. Try to compare.
